Kelowna City FC follows the Canada Soccer Rule of Two Policy (detailed here). The Rule of Two policy was instituted to ensure interactions between athletes and coaches are transparent, open and observable. The following are policies we will endeavour to follow at Kelowna City FC to ensure player safety.
Rule of Two Standards
Practice/Training/Games
- At practice/academy/ sessions & games, there will always be two adults present with a group of players. Where possible the following will occur:
- Two KCFC staff coaches
- One Staff coach, one screened club official
- One Staff coach, one volunteer coach
- One Staff coach, one parent volunteer/designated ‘bench’ parent
- Practice/Academy sessions will be open for observation to parents, no sessions will be behind closed doors and unobservable to parent representatives
- The only mitigating circumstance to this policy is in indoor facility situations where there is not room for ALL parents to view and/or if safety dictates a reduced presence of observers. In this situation, there will be AT LEAST one parent present in the gym/field and possibly more as space allows. A coach may ask parents to leave the facility space if the space is tight, but will always have at least one other parent in place for safety/observation purposes
- At all sessions, one adult of the same gender as the group training (i.e. Male Adult for Males, Female Adult for Females) will be in attendance with the group
Background Screening
- All KCFC Staff coaches have a current Police Clearance (within the past 3 years) on file with the club.
Communication Guidelines
- KCFC Staff have been instructed to NOT have 1 on 1 communication with minor players. In any instance where a player contacts a staff member directly and without a 3rd party (parent, other KCFC staff member) on the communication, the Staff member shall respond to the communication, copying a 3rd party on the message for transparency
- Direct communication between athletes & staff (assuming the 3rd party is included) should be communicated to the player's parent and/or guardian for information purposes. The exception to this is if there is a player safety issue concerning the parent/guardian, but in this case a club executive member should be included on communications for transparency.
- Any communication between players and staff should be limited to coaching/team/club matters and non-social interactions
- Social Media communication between athlete and staff is prohibited.
Travel
- Staff members should never be in a car alone with an athlete, unless the child is the staff member's child.
- Staff members should never share a hotel room with an athlete, unless the child is the staff members child
- Room or Bed Checks by staff should be conducted by two adults
